Okay, as it turns out, it's nothing to do with the fuse box.  It seems that the underground cables are the source of the problem which means that our street may have to be dug up.  Until then, we have a temporary exterior cable that connects our unit to the one next door to feed power (and it's been set up so that our neighbour doesn't have to pay for our hydro bill.)

Yesterday we've encountered some power problems at my house. Power would cease at parts of my house and even once and a while lights would flicker and dim and fan's speed would increase and decrease. There's even times when the outlet that my laptop is plugged into would stop working and my laptop would immediately switch to battery power. We think it's something to do with the fuse box where power comes into the house.

Until the problem is solved, we can't use high drain things like our oven or microwave.

Hmm, I guess I was right about the broken neutral.  Here's to a reasonably quick fix and minimal outage time.
